A Venezuelan DoorDash driver was shot by an ICE officer during an attempted detention in Austin, Texas, opening a major dispute over the shooting and renewed questions about how delivery platforms verify their contractors. Wilber Rafael Garces Perez, 28, was completing a delivery when federal agents encountered him on September 20. His attorney says agents in an unmarked vehicle rammed his car, failed to identify themselves before the collision and shot him while he was attempting to park. DHS says Perez was unlawfully present and subject to a final removal order but has released few details explaining why force was used. Perez’s attorney says he entered through the Biden-era CBP One program in 2024, had a valid work permit and received the removal order only after a hearing notice went to an old address. Perez was taken to a hospital and then ICE detention with a bullet still lodged near his spine before being returned to hospital care. DoorDash confirmed he was making a delivery and said it was investigating. The company requires identity verification, government-issued identification, a selfie and a background check, but questions remain about how it verifies the current work authorization of independent contractors. The shooting remains under investigation, and the competing accounts have not been resolved.
